Non-compliance with the accessibility regulations

Some of our PDFs and other documents published after 23 September 2018 are not formatted so they’re accessible to a screen reader. This doesn’t meet WCAG 2.1 success criterion 4.1.2 (Name, role value).

We aim to replace PDF and Word documents on our website with accessible HTML pages where possible. Where PDF and Word documents are still required, we aim to make these accessible over the coming months.

Most of our videos do not have captions. This does not meet WCAG 2.1 success criterion 1.2.2 Captions (Prerecorded). Most of our videos do not have transcripts available. Some of the videos are provided by other organisations, so we do not have control over them. Any new videos created by Torfaen County Borough Council from 23 September 2020 onwards will have captions and transcripts available as standard.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Many of our older PDFs and other documents don’t meet accessibility standards. For example, they may not be structured so they’re accessible to a screen reader. This doesn’t meet WCAG 2.1 success criterion 4.1.2 Name, Role Value.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Any new PDFs or Word documents we publish will meet accessibility standards unless we determine that they represent a disproportionate burden within the meaning of the accessibility regulations.

This statement was prepared on 23rd September 2020. It was last reviewed on 19th March 2024.

This website was last tested on 19th March 2024. The test was carried out by Silktide.com and Torfaen County Borough Council. All pages of the website and a sample of PDF documents within the website were tested.
