General Condition of Buildings & Areas within the Pontypool Conservation Area
Buildings and public spaces are in varying conditions,
several key buildings would benefit from repair and refurbishment, some of these are also vacant. These include the Corn Market, Commercial Street; St James’ Church & Church Hall, Hanbury Road and the former Co-operative Building.
In addition to the specific risk posed by the condition of these key sites, the Conservation Area is at risk from a general loss of character caused by poorly implemented alterations and repairs, and high levels of vacancy.
A number of enhancement schemes for the public spaces within the Conservation Area have been implemented over recent years. These have been individually implemented using a variety of materials, and do not clearly demonstrate a consistent or clear design approach. Many have subsequently been subjected to vandalism, and limited maintenance.
Character Areas
The appraisal identifies a number of Character Areas within the Conservation Area. These are illustrated on Figure 4|. These offer a framework for working within the Conservation Area and to inform local planning guidance and Conservation Area management. If properly explained and presented, they might also help residents and visitors understand the historic development of the town and support the aims of the Conservation Area.
Boundary Review
Minor amendments are suggested to the Conservation Area boundary and these are illustrated in Figure 5.| These largely rationalise the current boundary and allow for the exclusion of some areas of recent development which has occurred since the Conservation Area was designated. In addition the appraisal suggested the designation of the Park as a separate Conservation Area.
