 About Us  

Obourne Lodge Nursery has been operating for 11 years, priding ourselves on the exceptional attention, care and education we provide. The nursery has recently undergone vast renovations to include an all new baby floor for children under 2 years, a soft play room, much improved access and fantastic activity rooms.

 

 Every room in the Nursery has a viewing panel so that the group can be observed during play or activities without disturbing the children or staff by entering the room needlessly. These panels are also used if a parent wishes to watch how their child is settling in or interacting with the staff and other children.

 

 The Nursery is divided into 4 age groups and each has their very own daily timetable to ensure they have lots of fun, structure and get to use the many fabulous rooms that the Nursery has to offer, such as the snug, the soft play room, construction room, imagination room, as well as a secure outdoor play area complete with climbing frame, bikes and many toys.

 

 Breakfast, lunch and tea are provided by the nursery along with drinks through the day, fresh fruit is provided three times a day and our menu is constantly under review to make sure we provide the children with healthy, well-balanced meals. Any dietary requirements are taken into account and provided for. A copy of the nursery menu is displayed for parents on the notice board in the entrance hall.

 

 The Nursery is registered and inspected by the Care & Social Services Inspectorate Wales, who produce an annual report based on their finding. All staff are registered with Care Standards Inspectorate for Wales and Police checked by the Criminal Records Bureau. Many of our staff have worked at the Nursery for over 9 years and we have a very low staff turnover.

Students are accepted for placement and experience at the Nursery from Pontypool College. The students are supervised at all times to allow them to learn how a Nursery runs and how to care for a child. Most students attend the Nursery for a long period, others may visit for a few days, but all are closely monitored while at the Nursery.

 

 Fees and Payment

Fees are charged monthly in advance and become due for payment within the first week of the month. All invoices are prepared and distributed to parents on the 20th of the month in preparation for the following month. Payments are welcome by cheque, visa or cash and receipts given to acknowledge the payment however standing order payments are recommended, please contact the Officer in Charge for bank details.

 

 Our child care fees as follows-

 

Half day (8am-1pm or 1pm-6pm)         £17.00      

 Full day (8am-6pm)                                £30.00

 Full time (8am-6pm Mon-Fri)                £130.00  

 

 (Fees are paid through out the year unless the child is on holiday when two weeks half fees are credited yearly at the usually weekly session rate, therefore should a child be absent for any reason the fees are still due for payment. The Nursery opens all year except bank holidays when the fees are still charged. A fee of £20.00 will be incurred for any cheque payments that are returned by your bank to cover our admin and bank charges. The Nursery uses TNC as our preferred debt collection agency and all outstanding debts will be referred to them and their fees will be added to the debt.)

  • Baby Effective Early Learning Quality Assurance 2008

BEEL is quality assurance accreditation in recognition of the care, education and environment we provide for children under 3 years. The staff constantly observe the children to look at areas which we could aid in their development or adapt the environment to help their education and to provide a high-quality service to both the children and their families.  We are very proud to be awarded this quality mark which compliments the ESTYN accreditation which looks at the quality of education for the children over 3 years.

 

  • Educational Providers for Torfaen

ESTYN inspect the Nursery to ensure that we provide the same level of care and education to all 3 and 4 years olds as they would receive in State Nursery School and implementing the Foundation Phase throughout the Nursery. We were last inspected by ESTYN in November 2007 and the report is available in the reception area for parents to view– see the All About Us file.

 

  • Healthy Eating Schools Award Scheme

The scheme is run via Sure Start and encourages Nurseries and Schools to look at many areas not just centred on healthy foods. The Nursery chose to look at Healthy Eating, Circle time and Road Safety. We use this framework consistently to ensure all areas of the Nursery routine promote healthy lifestyle, eating and living for staff and children.

 

  • Investors in People May 2001, 2004 & 2007 

This accreditation is in recognition of the way the Nursery involves its staff as a functioning part of the business overall by providing access to suitable training and literature, having the correct policies in place and treatment of parents as valuable customers. The Nursery uses this best practice framework to help promote quality across the business and the daily life of the Nursery. We are due for reassessment against this standard in July 2010.

 This symbol was awarded to the Nursery in recognition to our continued commitment to make work and educational placements accessible to people with disabilities where ever possible.

 The Nursery has achieved the Award for Hygiene by the Environmental Health Department for the past 4 years in recognition of food and hygiene standards as well as staff Food Standards qualifications.

Inspections of the Nursery 

The Inspection of child care provision in Wales is very strict to ensure the safety of your child and the staff working there. Below are details of the inspections which are carried out on a regular basis to ensure your child is in the best hands possible:

  • CSSIW

The Nursery is registered with Care & Social Services Inspectorate Wales (CSSIW) and must pass a vigorous un-announced inspection on a yearly basis. The results of their inspection is contained in a report which is available at the Nursery in the All About Us File located in the entrance hall, on our notice board and also via links on our website

  • ESTYN

As Registered Educational Providers for Torfaen we are also subject to notified inspections from ESTYN who regulate and report on the Education provision at the Nursery.  We were last inspected by ESTYN in November 2007 and the report is available in the reception area for parents to view– see the All About Us file.

  • Trading standards and Environmental Health

Environmental Health and Trading standards visit at any time to inspect the safety of the Nursery, kitchen hygiene and food provision, and risk assessments. Both bodies leave reports of their findings along with areas for improvement; these visits are totally un-notified and have the right of entry at any time. Our last inspection was September 2009, when we were nominated for the forth year running  by Environmental Health for an award for Environmental Standards.

  • Fire Service

Fire officers also visit un-notified at any time to inspect the safety of the Nursery and equipment in case of fire or emergency escape. The Nursery has to produce and maintain a Fire Risk Assessment report as well as carry out emergency evacuations on a regular basis.

  • Investors in People

As an Investor in People we must under go re- appraisal every 3 years. Our last notified inspection was on 18 June 2007 when the inspector looked at all aspects of the business in relation to staff training and provision, quality of information for parents and staff, business planning, educational planning and staff appraisals and supervisions. We retained the prestigious accreditation and look forward to our next appraisal, which is a voluntary award.

  • Baby Effective Early Learning Quality Assurance

The Nursery was inspected for the first time under the BEEL Quality Mark in March 2008 and were very proud to be awarded the quality assurance mark following submission of self evaluation reports, supporting evidence, parental interviews and a half day inspection. Nursery Policies

This online booklet provides an overview of the most relevant information required for parents to make an informed choice about attending the Nursery and is intended to complement the information which we can visually show you when visiting. The Nursery also holds a complete Policy and Procedures Guide intended to cover all aspects relevant to the setting, this is available for parents to view at the Nursery and is located in the entrance halls on both floors. In total 47 complete and additional policies make up the guide and range from Access to Information, Confidentiality, Medication, Nursery Outings/Lost Child, Sickness & Illness, Emergency, Heath & Safety to Staff Recruitment, Staff Training & Development, Smoking Drugs & Alcohol, Disciplinary, Outside Contact with Parents and Social Networking.

The nursery is committed to providing equality of opportunity and anti-discriminatory practice for all children and families according to their individual needs. Discrimination on the grounds of gender, age, race, religion/belief, colour, creed, marital status, disability, sexual orientation, ethnic or national origin, or political belief, has no place within this nursery.

 

Admissions & Settling in Policy

 Osbourne Lodge Nursery is registered for the care of up to 53 children made up of the following groups -

The main factors which are taken into account in deciding which child can be offered a place at the Nursery are -

  • The staff : child ratio and group sizes
  • The length of time on the waiting list. This is generally the deciding factor, however priority may be given to families with both parents working or if work would be affected should a placement be refused.
  • Children requiring full time places will usually have preference over those requiring part time only.
  • If a child has a sibling already attending the Nursery.

 

We aim for children to feel safe, stimulated and happy in the nursery and to feel secure and comfortable with staff. We also want parents/carers to have confidence in both their children's well being and their role as active partners, so we provide free introductory sessions to allow the child to become familiar with their new surroundings and carers. The sessions are booked in advance with the Officer in Charge at available times. Prior to starting at the Nursery a registration form and nursery contract must be completed detailing all aspects of the child and emergency contact numbers and arrangement for payment of fees . The forms are confidential and are filed in the office at the Nursery.

It is also recommended that all children attend for at least 2 half sessions per week, this will ensure they settle in easier to their new surroundings. Parents are welcome to phone the Nursery at any time to check on their child's progress, and to watch their child play through the glass panels before collecting them.

 

Nutrition and Mealtimes

The Nursery employs a wonderful cook who provides hot, home cooked meals daily at 12-1.30 pm, allowing for afternoon children. Morning break is served at 9.30– 10 am and afternoon tea at 3.20-4 pm. The meals and breaks are included in the fees, and we are committed to offering children healthy, nutritious and balanced meals and snacks which meet individuals needs and requirements. Menus are planned in advance, rotated regularly and reflect cultural diversity and variation. The menus are displayed for parents and include 3 servings of fresh fruit and vegetables per day but avoid large quantities of fat, sugar, salt and artificial additives, preservatives and colourings. Babies who are weaning are given fresh home made nutritional meals of liquidised seasonal vegetables and fruit, all prepared at the nursery.

 

Arrivals and Departures Policy

It is the policy of the nursery to give a warm welcome to each child on their arrival. The front door is always locked and admission is by staff approval via the video intercom only. The Nursery also has a CCTV system to monitor who is at the lower front door. On arrival at the nursery parents are requested to take their child to the lobby of either the baby floor or the lower toddler and pre school floor and pass the care of their child to a member of staff who will ensure his/her safety, and that their attendance is recorded in the register. Parents are asked to only go into the lobby and not the playrooms to maintain the privacy and health & safety of all children at the nursery. Any specific information provided by the parents will be recorded to ensure all carers are aware of needs, such as potty training updates or physical needs.

No child will be handed over to anyone other than the known parent/carer unless permission has been given earlier in the day. On departure, the child register will be marked to show that the child has left the premises so it is vital that no child is taken without talking to a staff member first.

 

Late or Non-collection of Child

Nursery opens at 8 am and closes at 6 pm. Early starts can be arranged in advance only and there will be a fee charged for the service. Collections must be made by 1 pm or 6 pm prompt but if collection is going to be unavoidably late parents must contact the nursery as soon as possible so that staff can be arranged. A fine of £20.00 will be incurred for a late collection and will be imposed each time a child is collected after 1pm or 6pm.

After a reasonable amount of time (i.e.15 mins) has been allowed for lateness, parents will be contacted regarding the collection of their child, if this fails the emergency contacts will then be phoned as per the child's records. If this occurs after closing time two staff members will remain with the child and contact continued to be attempted to arrange collection. In the event of no contact being made after one hour has lapsed, the Officer in Charge will ring the Duty Officer at Social Services 01633 648341 / 01495 762200 to advise them of the situation and take their advice on further action regarding the care of the child.

 

Curriculum Development

The staff are very aware of the importance of the positive play environment for the child, so they may develop good social skills and an appreciation of all aspects of this country's multi-cultural society. Planning of the learning experience by the staff is further designed to ensure, as far as practical, equality of opportunity between all children and celebrates diversity. The daily and monthly planning sheets are displayed and regularly updated in the upper and lower lobby.

We promote the foundation phase and  National Curriculum set by the Welsh Assembly Government to support and enhance children's learning and development holistically through play based activities. Through the Foundation Phase we aim to promote and develop the child's – 

  • Personal and social development and well being
  • Mathematical development
  • Creative development
  • Physical development
  • Language and literacy and communication skills
  • Knowledge and understanding of the world
  • Bilingualism and Multi Cultural Understanding

The Nursery is English speaking, however, basic Welsh is taught to the Toddlers and Pre School children.

Funding is available for all children in Torfaen using regular sessions at an accredited setting, such as ours, from the term after they turn 3 and is claimed through the Nursery via the Torfaen Education Department. The funding is currently £393.00 per term and is deducted from parents accounts when it has arrived into our bank account.

 

Safeguarding Children Policy

Osbourne Lodge Nursery has a clear commitment to safeguarding children and promoting welfare. Our nursery will work with children, parents, external agencies and the community to ensure the welfare and safety of children and to give them the very best start in life. Children have the right to be treated with respect and to be safe from any abuse in whatever form. To this end we will:

  • create an environment to encourage children to develop a positive self-image
  • encourage children to develop a sense of independence and autonomy in a way that is appropriate to  their age and stage of development
  • provide a safe and secure environment for all children
  • always listen to children.

The nursery has a duty to be aware that abuse does occur in our society. Our full policy lays out the procedures that will be followed if we have any reason to believe that a child in our care is subject to welfare issues including physical, sexual, emotional abuse or neglect. Our prime responsibility is the welfare and well being of all children in our care, as such we have a duty to them, parents/carers and staff to act quickly and responsibly in any instance that may come to our attention, therefore parents will not be consulted prior to reporting to the local authority, who then have an obligation to investigate such matters. All staff are familiar with their own responsibilities to act swiftly upon any suspicions or concerns they may have about any child or member of staff at the nursery. The same action will be taken if an allegation is made against a member of staff, Care and Social Services Inspectorate Wales and the Local Safeguarding Children Board will be informed and this will be fully investigated.

 All staff at the Nursery have an enhanced CRB check and this is updated on a regular basis to ensure the ongoing suitability of all staff caring for the children. New staff or students who do not have an up to date enhanced CRB check will not be allowed unsupervised access to a child and will not be allowed to change nappies until an enhanced CRB returns clear. They will not be allowed access the child's records, personal or development, and will not be allowed to take children's photographs until these checks are returned clear.

Complaints Policy

Our nursery believes that parents are entitled to expect courtesy and prompt, careful attention to their individual needs and wishes. We hope that at all times you will be happy with the service provided and that you might like to voice your appreciation to the staff concerned. We welcome any suggestions from parents on how we can improve our services, and will give prompt and serious attention to any concerns that you may have by following our complaints procedure as outlined below:

  • stage 1 take the matter up with the child's key person or a senior member of staff/room leader. 
  • stage 2 If the issue remains unresolved and there is not have a satisfactory outcome, then contact the Officer in charge. She will investigate the complaint and report back to parents within three days. (Most complaints will be resolved informally at stage 1 or 2.)
  • stage 3 If the matter is still not resolved a formal meeting will be held with all relevant parties, to ensure that it is dealt with sufficiently. A record of the meeting will be made along with documented minutes and actions.
  • stage 4 If the matter still cannot be resolved to your satisfaction, then you have the right to raise the matter with Care and Social Services Inspectorate Wales (CSSIW), Floor 6 Civic Centre, Pontypool, Torfaen 01495 761200. CSSIW will decide on the next steps to take and we aim to keep all parties fully informed of any progress in complaint proceedings and cases.

 A record of complaints will be kept in the nursery. Parents will be able to access this record if they wish to, however all personal details relating to any complaint will be stored confidentially and will be only accessible by parties the involved.

 

 

Special Education Needs Policy

The Special Education Needs Co-ordinator (SENCO) for our nursery is Jane Sheehy

The nursery believes that all children have a right to experience and develop alongside their peers no matter what their individual needs. All children with special educational needs have a right to a broad and well-balanced education so the nursery will work with parents and other professionals to provide for the child's needs, to enable us to help the child to develop to their full potential and to make full use of the nursery's facilities.

At the nursery we follow the SEN Code of Practice and by working together with parents, and the observation and monitoring of children's individual progress, we will help identify any child who is developing special educational needs. The SENCO will then work alongside parents and staff to develop individual learning plans to support areas requiring development, which may involve the help of other professionals.

 

Behaviour Management Policy

Our nursery believes that children flourish best when they know how they are expected to behave. Children gain respect through interaction with caring adults who show them respect and value their individual personalities. Positive, caring and polite behaviour will be encouraged and praised at all times in an environment where children learn to respect themselves, other people and their surroundings.

Children need to have set boundaries of behaviour for their own safety and the safety of their peers. Within the nursery we aim to set these boundaries in a way which helps the child to develop a sense of the significance of their own behaviour, both on their own environment and those around them. Restrictions on the child's natural desire to explore and develop their own ideas and concepts are kept to a minimum. 

At no time will physical punishment be used or threatened, children will be distracted from the negative situation and supported in a different activity or environment, if necessary a child may be removed from a room or group until he/she calms down for their safety and that of others. Parents will be informed of any negative behaviour and may be asked to meet with staff so that we can work through any difficulties and to ensure consistency in discipline between their home and the nursery.

Children will be encouraged to recognise that bullying, fighting, hurting and discriminatory comments are not acceptable behaviour. The Nursery reserves the right to give notice to parents if the behaviour of their child becomes a danger to the staff or other children or if despite continuous attempts parents fail to support or work with the Nursery in their plans to remedy the behaviour.

By positively promoting good behaviour, valuing co-operation and a caring attitude we hope to ensure that children will develop as responsible members of society. 

 

Illness

Unwell children will not be admitted to the Nursery in the interest of the other children and the sick child. The senior staff have the right to refuse admission of a child into nursery if the child appears to be too unwell and/or has the signs and symptoms of a highly contagious infection, such as conjunctivitis, impetigo and head lice. If, in the opinion of senior staff a child becomes ill through the day, a parent or guardian will be contacted to collect the child as soon as possible.

All infectious diseases must be notified to Nursery as soon as possible in case other children show the same symptoms and all other parents will be informed that a child has the condition so that they can monitor their own child and make an informed choice on attending the Nursery. A file is held in Nursery detailing the most common communicable disease and exclusion periods. All children at the Nursery are checked on a regular basis for head lice and treated if necessary with a Robie Comb. The Robie comb sends electrical pulses which kill live lice but is totally safe for use on the children. All parents are made aware of the use of the comb and if they do not wish their child to be treated they must put their concern in writing.

 

Medication

A signed permission form is required before any prescribed or non prescribed medication can be administered at nursery stating the requirements and last dose given by parents. A full record will be kept for parents to counter sign. 

 

 

Terms and Conditions

To enable us to provide and maintain the highest standards of care we require all parents to be aware of, and abide by, the following conditions.

 

admission
  1. children will be considered for entry to the nursery when the registration form has been completed and returned to us and a non-refundable retainer fee paid. The retainer will then be paid off the first months invoice.
welfare of the child
  1. we will do all that is reasonable to safeguard and promote your child's welfare. Our nursery will work with children, parents, external agencies and the community to ensure the welfare and safety of children and to give them the very best start in life.
  1. parents of children who are not potty trained must provide sufficient nappies for each day and spare clothes while potty training. These will only be used on your child.
  2. parents must provide bottle fed babies with formula or breast milk for the day. Bottles will then be rinsed and returned to parents. The nursery will provide healthy liquidised meals whilst babies are weaning.
  1. parents are requested to provide a toothbrush and toothpaste for their child which will be labelled and used daily
  2. the nursery will provide wet wipes and sudocreme if required, parents are required to supply any items or brands which they particularly wish to use.
health and medical matters
  1. if your child becomes ill during a nursery session the officer in charge will contact the parent/carer or the emergency contact indicated on the registration form. Parents must inform the nursery immediately of any changes to these contact details.
  2. if your child is suffering from a communicable illness your child should not be brought to nursery until such time as the infection has cleared. A full copy of the nurseries infection control policy is available from the officer in charge. Parents / carers are asked to refer to the illness / communicable disease list supplied for your information on minimum periods of exclusion from the nursery.
  3. parents/carers are required to notify the officer in charge if your child is absent from the nursery through sickness.
  1. the nursery cannot administer any medicine to a child unless prescribed by a doctor. Should the child be on prescribed medication, it is the responsibility of the parent or carer to notify the officer in charge or key worker and to sign the necessary form of consent prior to any medication being given.
  1. we reserve the right to call an ambulance in an emergency and escort your child to the emergency department of the nearest hospital. Any decisions regarding the child's welfare will then be made by the emergency department at the hospital. The nursery will contact parents / carers immediately to meet them at the hospital.

 

food and dietary requirements

12.   we will work with parents/carers to provide suitable food for children who have a special dietary requirement as diagnosed by a doctor or dietician. The nursery will take all reasonable care to ensure that a child does not come into contact with certain foods.

13.   menus are displayed for inspection and updated regularly to reflect seasonal changes and to provide variety for the children.

 

concerns/complaints

14. any question, concern or complaint about the care or safety of a child must be made in the first instance to the officer in charge. If the matter cannot be resolved at this level the matter should be referred to the proprietor, Nikola Masters and should follow the settings complaints and compliments policy.

 

disclosures

15. parents must, as soon as possible, disclose to the nursery any known medical condition, health problem or allergy affecting the child, or any family circumstances or court order which might affect the child's welfare or happiness, or any concerns about the child's safety.

 

fees

16.    all fees are charged monthly in advance and must be paid by the first week of the month to which they relate. Fees will be invoiced to the person(s) named on the registration form. Fees are payable during periods of absence from the nursery, including sickness, holidays and during public and bank holidays. The nursery will be closed on the annual bank holidays.

17.    half fees are payable for two weeks holiday leave when the child is absent from nursery. The leave year runs from January to December and no unused holidays will be carried forward or credited if not used.

18.    fees will be subject to annual increase on notice from the proprietor.

19.    prices quoted are per child for a core day and include lunch and all breaks. A core day is 10 hours 8am – 6pm or 5 hours per session 8am – 1pm / 1pm – 6pm.

20.     once a place at the nursery is confirmed the first weeks fees become payable to secure the place. One month's written notice is required if you no longer require the place or wish to withdraw your child from the nursery. Fees are payable during the whole of this time.

21.     fees will not be refunded or waived for absence through sickness or any other reason. This rule is necessary so that the nursery can properly budget for its own expenditure and to ensure that the cost of individual default does not fall on other parents. No compensation will be paid or refund given if the nursery has to be closed due to any reason beyond the control of the nursery, such as power failures or weather conditions.

late collection

            23. a fee of £20.00 will be applied for late collections after 1pm or 6pm.

 

unpaid fees
  1. the nursery reserves the right to charge interest on late fees at the rate of 8% above the bank base rate calculated on a daily basis according to Government legislation 8/8/2002.
  2. for dishonoured cheques/payments a charge of £20 per occasion will be applied.
  3. invoices sent for debt recovery will incur a £40 late collection fee according to Government legislation 8/8/2002 and will be liable for any debt collection fees incurred.
exclusion for non-payment

           27.children may be excluded from the nursery if fees remain outstanding more than              10 working days beyond the due date and the registration terminated. Accounts will be sent immediately for debt collection as above.

belongings
  1. the nursery does not accept responsibility for accidental damage or loss of property. Parents are requested to keep personal items to a minimum and label clearly all belongings.
  2. parents are requested to send the children to nursery in clothes and shoes suitable for play and painting. Jewellery, heels and flip flops etc restrict a child's movement and can present a risk of injury. Parents are strongly advised against these items and must take responsibility for accidents caused by belongings or clothes which the children have been sent to nursery with.
 insurance
  1. the nursery undertakes to maintain those insurances required by law. Details of these are available from the officer in charge. Copies of the current employer's liability and public liability insurance policies are displayed in the entrance hall at the nursery.
 general

31. you should be aware that the nursery occasionally takes photographs within the nursery, which may be used, in training or promotional material. Parental preference is adhered to and permission will be sought via the settings permission form which is completed at enrolment.

 

 

safeguarding children

32. it is understood that the nursery is under an obligation to report to the relevant authorities any incident where we consider a child may have been abused or neglected. This may be done without informing the parent/carer.

33. any information given by a parent regarding their child will be treated with the  utmost confidentiality, except in cases where abuse towards a child is suspected.

34.the divulging of confidential information relating to the nursery, its employees, children or customers to any third party is considered a breach of confidence and as such is regarded as constituting gross misconduct which could lead to summary dismissal from employment for staff or cancellation of a nursery place.

35. any details regarding the nursery or your child will not be discussed out of nursery time and in nursery only with relevant staff. Staff will not discuss nursery  or children on any social networking site or in social environments so parents are  requested to respect this and not ask a staff member to deviate from this rule.

 

security
  1. parents/carers are welcome to visit the nursery, however we will not admit anyone without prior notification. It is the parent/carers responsibility to ensure that staff are aware of who will be collecting your child. No child will be allowed to leave the building with anyone, known or not, without prior notification.
data protection
  1. it is a legal requirement on the nursery to hold information about children using the nursery and its staff. Basic information is used for registers, invoices and for emergency contacts; however, all records will be stored in a locked cabinet.
legal contract
  1.  the offer of a place and its acceptance by the parents gives rise to a legally binding contract on the terms of these terms and conditions and the policies and procedures of the nursery.
